Temporary Housing Market

Residential Use

The largest market segment of temporary housing in the US is for residential units for use by families and individuals.  This market is created by disasters (natural and un-natural) and includes hurricanes, floods, tornadoes and terrorist attacks.

The temporary structure types in this market segment vary, but the majority is made up of manufactured homes, a majority of which are travel trailers. The value of this market segment for 2005 (excluding Katrina/Rita) was in excess of $1.4 billion. This figure does not include the costs associated with transportation, set-up, take-down, relocation, storage, refurbishing and/or disposition.

Disaster Response Workers

The second largest segment of the temporary housing market in the US is created by disaster response and recovery contractors who are working in response and recovery operations. In many major impacted areas there are limited hotel/motel rooms available in which the recovery workers can occupy. Response and recovery contractors have to provide temporary housing for their employees, subcontractors, vendors, inspectors, and various other personnel while performing recovery and restoration efforts. Typically, these costs include portal to portal transportation fees and create significant inefficiencies and response delays.  Typically, reconstruction efforts after major disasters can take several months. DOD/Military Emergency Housing

The Department of Defense (DOD) has major worldwide emergency contracting programs. The major objectives of these programs are to provide immediate construction services, construction support services and life support services in support of; United Nations efforts, limited US Military efforts, US humanitarian efforts and other efforts as may be designated by the President, Secretary of State or the Secretary of Defense.   One of the key requirements of these programs is that the prime contractor has to provide temporary housing for contractor personnel, military personnel and civilian personnel in support of any effort.  Standardization of temporary housing to U.S. government agencies (DHS/FEMA and DOD) would not only improve their efficiency in the performance of their respective operations (time factor) but would also provide occupants with a significantly higher level of comfort and reduce both DHS/FEMA and DOD temporary housing costs.
